recon-gen API reference

End-user and integrator documentation lives at the GitHub Pages site (built from src/recon_gen/docs/). This Sphinx surface covers the full Python API — everything under src/recon_gen/. Nothing hidden, since ETL authors and integrators crib examples from across the package (db helpers, _dev tooling, CLI command shapes, per-app wiring).
